Iowa sits between two of the most significant rivers in North America - the Missouri on the west and the Mississippi on the east - and both offer boat ramp access and legitimate recreational boating that gets overlooked because Iowa doesn't market itself as a boating destination.
The Mississippi River along Iowa's eastern border has ramp access at multiple towns and is managed through a combination of Iowa DNR facilities and Army Corps of Engineers sites. The river here flows through a series of navigation pools behind the lock and dam system, which creates long reservoir-like stretches that are popular for walleye and catfishing. Understanding how to use the locks is part of boating the Mississippi, and it's straightforward once you've done it a couple times.
The Missouri River on the western border is more variable and technical. It's a working river that floods and changes character seasonally, and the ramps accessible during normal flow conditions may be compromised or washed out during high water years.
Inland, Iowa's natural lakes are concentrated in the northwest part of the state, with Spirit Lake and West Lake Okoboji being the premier destinations. Okoboji has a long boating tradition and the infrastructure to match, with multiple public access points. These lakes get busy in summer with a regional tourist crowd.
The Iowa DNR also manages a number of smaller lakes and reservoirs scattered across the state that provide good public access for fishing and small boat recreation.
